Search engine algorithms are closer than ever to mimicking a human understanding of query intent based on artificial intelligence; therefore the focus of all aspects of SEO need to be biased toward users with an emphasis on relevancy, quality, and engagement.

There’s obviously a huge number of reasons why a website might link to another and not all of them fit into the categories above.
